
Its chairperson Maria Chin said the names were discovered by Bersih’s ground teams during the display of the 3rd quarter draft of the Supplementary Electoral Roll of 2017.
“It is unconstitutional as the voters need to be living in the area in order to cast ballots there. These camps are still under construction,” she said during a press conference at Bersih 2.0 office here today.



The two army camps claimed by Bersih to be still under construction are Bera Camp in Pahang and Hutan Melintang Camp in Perak.
The present Bera MP is Rural and Regional Development Minister Ismail Sabri Yaakob who won by a 2,143-vote majority against PKR’s Zakaria Abdul Hamid in 2013.
The Hutan Melintang camp is located within the Bagan Datuk parliamentary constituency whose MP is Deputy Prime Minister Ahmad Zahid Hamidi.
Zahid won the seat with a majority of 2,108 votes against PKR’s Madhi Hasan in 2013.
Several days ago, DAP had claimed the Segamat army camp, which is also under construction, has 1,079 newly registered army voters.
The Segamat parliamentary seat is held by MIC president S Subramaniam, who won it by a majority of 1,217 votes against PKR’s Chua Jui Meng in 2013.
Maria asked the Election Commission (EC) whether the voters in the three constituencies were told their names had been transferred there.
Bersih steering committee member Rama Ramanathan claimed the army voters were moved to the three new camps to ensure the survival of the three ministers if they stood for re-election.
“The transfer of the voters will give confidence to the three ministers in the GE,” he said.
Bersih’s deputy chairperson Shahrul Aman Mohd Saari said the EC had failed to carry out its duties responsibly.
He called on the EC and the Defence Ministry to explain how the transfers took place.
Defence Minister Hishammuddin Hussein said recently the allegations of soldiers being registered as voters at uncompleted or shut down army camps should be answered by the military.
He said he would leave the matter to the chief of the Armed Forces as they were the end users of these camps.
