The measures announced under the Penang Bounces Back or “Pulau Pinang Bangkit” programme, costing RM100 million, are:
- One-off payment of RM500 to 100,000 households and businesses affected by the floods on Nov 4 and Nov 5;
- Waiver of excess water usage charge or “Water Conservation Surcharge” for all households for two months; and
- 50% off all water bills of domestic users and 25% off for businesses.
In addition, the Penang Island City Council and Seberang Perai Municipal Council will offer a 10% discount on assessment rates.
Lim also said the waiver on assessment fees for low-cost, low-medium cost and kampung houses would remain.
Lim announced this as part of a “ministerial statement”, which did not require the state assembly’s debate or approval.
Over half of Penang was submerged in flood waters following hours of torrential rain that killed seven people in the state over the weekend. More than 6,000 people were evacuated from their homes.
