The seven districts in Kelantan are: Kota Bharu, Pasir Mas, Pasir Puteh, Bachok, Machang, Tumpat and Tanah Merah.
Ismail said the ministry had also confirmed an increase in Covid-19 cases of 30.5% in Kelantan.
Meanwhile, he also announced that a few localities in Sabah and Pahang would go under the enhanced movement control order (EMCO) effective tomorrow until April 28.
The areas are Kampung Tanjung Batu Keramat in Kota Belud, Sabah and also Ladang Leepang, Ladang Laukin and Kampung Inoi at Muadzam Shah, Rompin, Pahang.
The health ministry said the decision was made following a spike in Covid-19 cases in the four localities.
Ismail also announced that the EMCO at Kampung Juara, Pulau Tioman, Rompin, Pahang will end tomorrow, ahead of schedule.
The EMCO there was originally set to last until April 20.
A total of 54 Covid-19 cases were recorded from the 470 people screened there.
Meanwhile, on the arrests yesterday, Ismail said 42 people were detained, 35 of whom were issued compounds. The other seven were remanded.
Among the offences were failure to record personal details/check-in at premises (20), not wearing a face mask (8), taking part in activities at entertainment centres (7) and others (7).
