Cops arrest welfare home owner linked to abuse allegations

The owner of welfare home Rumah Bonda, who allegedly abused a 13-year-old girl with Down Syndrome, was arrested yesterday.

Siti Bainun Ahd Razali, 29, was arrested at 10.30am to assist in investigation into a case of causing injury and criminal intimidation, after being called by the Kuala Lumpur contingent police headquarters to give a statement following several police reports made against her.

Bukit Aman sexual, women, and child investigations (D11) division assistant director Siti Kamsiah Hassan said police opened a new investigation paper under Section 323 of the Penal Code for voluntarily causing hurt and Section 506 of the Penal Code for criminal intimidation.

She said police had submitted a remand application for the woman this morning at the Kuala Lumpur magistrates’ court. However, it learnt that the magistrate has rejected the remand application.

“The public needs to understand, we need to take into account many legal aspects when conducting investigations, including the legal rights and safety of all parties involved,” said Siti Kamsiah.

“In this regard, we ask the public to have confidence that the police will carry out their duties,” she said, according to a Harian Metro report.

In a statement released through her lawyer today, the woman at the centre of allegations of the abuse case maintained that the girl named Bella, who had been under her care at the home, was not abused by her at any point in time, adding that she would continue cooperating with the police.

Bella was found with burn marks on her chest, hands, neck and thighs on July 6 after allegedly being a victim of abuse at a condominium unit in Wangsa Maju being used as a welfare home.

The home was also found to have been operating illegally since 2019 and had not registered with the welfare department.

Bella had been under the care of Taman Sinar Harapan Tuanku Ampuan Najihah in Seremban since 2011 before being transferred to a welfare home owned by an NGO as an adopted child last year.

She is currently housed at Taman Sinar Harapan Tuanku Ampuan Najihah, Negeri Sembilan.
