No one will be charged over 1BestariNet, says MACC

No one will be charged over the implementation of the now-defunct RM4 billion 1BestariNet project, the Malaysian Anti-Corruption Commission (MACC) said today.

In a statement, MACC said deputy public prosecutors made this decision after finding no criminal elements in the project’s implementation.

“MACC has received orders from the deputy public prosecutors that none of the parties involved in implementing the 1BestariNet project under the education ministry will face charges.

“The deputy public prosecutors have ordered MACC to submit a full report on the findings of its investigations to the education ministry, along with its recommendations,” it said.

The anti-graft agency said among its main recommendations was that the ministry hold negotiations with YTL Communications Sdn Bhd to identify and resolve any pending issues regarding the project contract.

On Sept 6, MACC said an investigation had been launched into YTL Communications following complaints of alleged corruption, misappropriation, and abuse of power involving the project.

The commission raided YTL Communications’ office in Kuala Lumpur as well as a government office as part of its probe.

An MACC source was quoted as saying that the investigation was centred on claims involving false details related to RM2.7 billion in payments, as well as other criminal elements under the MACC Act 2009.

The controversial 1BestariNet project, initiated in 2011 by Muhyiddin Yassin during his tenure as education minister, had been awarded to YTL Communications.

Phase 1 of the mega project – to provide internet connectivity and a single learning platform for teachers, students, and parents – began in December 2011 and continued until June 2014 under a RM1.1 billion contract.

An “interim Phase 1” project meanwhile proceeded for two years from June 2014 under a RM468 million contract. It then continued to Phase 2 under a RM1.55 billion contract from July 2016 to June 2019.

In 2019, then education minister Maszlee Malik decided not to extend YTL Communications’ contract.
